Whilst the constitutional amendments changed the rules on the delimitation of constituencies, which will likely lead in the future to changes in such delimitation, those were not actually modified by law No. 118. Stability of electoral law has therefore not been put into question in this field. The Venice Commission and ODIHR strongly recommend not to change the delimitation of constituencies before the next elections, because this would be in clear breach of the principle of stability of electoral law.
