Therefore, the Venice Commission and ODIHR consider that the amendments to the Constitution and to the Electoral Code, taken alone or in combination, are not such to represent a fundamental change to the electoral system of Albania. However, these changes could have an impact on the behaviour of the electoral stakeholders, the electoral strategies, the distribution of electoral resources, the campaigning and the choice of candidates in each electoral zone.
