According to the Code of Good Practice in Electoral Matters, “[w]ithin the respect of the (other) principles (enshrined in the Code), any electoral system may be chosen”. In particular circumstances, the very nature of the electoral system can however be problematic in a specific country. There is no element which would lead to consider that it is the case with the electoral system in place in Albania after the adoption of the amendments under consideration, whose reach is relatively limited.
