The introduction of preference voting which, under certain conditions, will lead to the seats not being allocated according to the order of the list, could lead to disputes concerning the allocation of seats inside a list to candidates. The Venice Commission and ODIHR recommend therefore to introduce the possibility for individual candidates to submit complaints and appeals against the allocation of seats inside a list.
