Paragraph 18

Although, as seen before, these dangers threaten the democratic process in general, they have to be analysed with caution when it comes to electoral campaigns. Innovation has always been central to campaigns. The one who knows, understands and can use new technologies has a competitive advantage, until everyone else adopts the same practices and they become normalised among all the candidates. Problems arise when technology stops being a competitive advantage and turns into a threat to the integrity of elections, restricting the right to free elections.
