The body competent for making such a request should be either an impartial electoral management body or a court and act speedily. The decision of the electoral management body should be submitted to judicial review; this review should also be exercised very speedily in order not to render the request inefficient in case it has suspensive effect or, on the contrary, to exclude in practice any remedy against a violation of freedom of expression if it does not have such effect.
