In this respect it may be argued that the 5-year term set out in Articles 70 and 71 means that the office of deputies and the mandate of the Parliaments begins with the oath of the deputies and ends 5 years later. Then begins a period, when the old Parliament is still in office, in order to make sure that the Kyrgzyz Republic is never deprived of a Parliament able to exercise its powers in case of necessity. The purpose of Article 71, para 3 is to prevent all form of institutional vacuum.
