A theoretical distinction can be useful: one should always distinguish “extension” and “prorogatio” – a word derived from ancient Roman law prorogatio imperii  - of Parliament’s powers: during an extension of the term the Parliament  maintains its full capacity and powers; whereas during the prorogatio, necessary to prevent interruptions in the parliamentary function, the incumbent Parliament has a diminished capacity. The idea comes from the Roman experience when the praetor or consul were occasionally held over, but in a different position as a sort of “deputy praetor or deputy consul”, in a way subordinate to the main official.
