The issue here is to what extent the amendment of electoral legislation entailing suspension of the electoral process corresponds to democratic principles and international standards. This depends on the timing of the amendment and the motivation for the suspension. Democratic principles and international standards require stability of electoral law and structures in order that electoral stakeholders can plan accordingly. Therefore, an unexpected suspension during the election process itself will be problematical.
