where, upon conduct of elections of a mayor, a mayor is not elected in the second round;
in the cases provided for by Art. 452, Para. 7;
upon creation of a new municipality;
upon creation of a new mayoralty;
where the election of municipal councillors or mayors is declared invalid;
where the effecting of territorial and administrative changes of a relevant type lead to a change in the municipalities or the mayoralties, under the terms established by the Administrative And Territorial Structure Of The Republic of Bulgaria Act;
