Commencement of voting on election day 

When voting on election day begins, the chairperson or the deputy chairperson of the election board shall show the voters who are present that the ballot box is empty, and after this close the ballot box in a manner determined by the Ministry of Justice and open the wrapping which contains the ballots that have been sent to the election board. The ballot box must not be opened after it has, in the beginning of the election day, been closed before the counting of the votes begins after the voting has been concluded.
