Based on this, we are of an opinion that the minimum age for attaining voting rights should not be more than 18. The answer to the question as to when exactly the person is considered to fulfil this criterion (in the year when elections are organised or on a day when elections are held), remains open. There is no precise rule about this, and the approach is different from one country to another. Yet, the states should assure that at least all persons who fulfil the minimum age requirement on Election Day can vote from that day on.
