The Council of Europe and, particularly, the CLRAE and the Parliamentary Assembly have devoted great attention to the issue of integration of foreigners in the Council of Europe member states, especially in the area of their participation in decision making. In the past ten to twelve years, special attention was paid to the participation of non-citizens in local elections.
