The argumentation behind such exclusion and restrictions is based on the specific historical experiences with the civil-military relations. Yet, the need for democratic control over the military should not be used as an excuse to deprive automatically persons serving military service of their voting rights. They shall also exercise full citizenship rights. This shall not exclude a possibility for a certain margin of appreciation by States applicable in circumstances clearly defined by law
