There is a trend in the counties compared that residency prevails over nationality as a precondition for the right to vote. The countries of the Council of Europe could follow this approach at least for local elections, and under the condition of a certain minimum period of residence. With regard to the right to be elected, the same approach could be applicable with a requirement of a longer period of minimum residence.
