In most of the countries compared, persons convicted of criminal offences are allowed to enjoy the right to vote (with or without restrictions). The number of countries where prisoners are allowed the right to be elected is small. On the basis of the existing court practice, it can be concluded that restrictions on the right to vote on grounds of criminal conviction are difficult to defend from a human rights perspective. The restrictions on the right to be elected have serious argumentation.
