In Montenegro, Article 39 a (1) of the Law on Election of Municipal Councillors and Representatives requires that there shall be no less than 30% of candidates of the less represented gender in the candidate lists. Article 39 a (2) and (3) of the same law states that “the candidate list that fails to meet the requirements, shall be considered to contain flaws preventing it to be declared a candidate list, and the submitter of the list shall be invited to remove the flaws of the list, in accordance with the Law”. There are no rules established regarding the rank order or the placement.
