The single-transferable-vote system is a proportional system without party lists. Voters rank individual candidates according to their preference and if all voters follow party loyalties, the result will be proportional in party terms. The choice of candidates will be as per the voters’ choice. The single-transferable-vote system may therefore be regarded as an open-list proportional system, but without lists. The system is used in Ireland and Malta in Europe. If voters vote by party loyalties, the result may be close to a party-list system.
