In some countries, the voter has to vote for an individual candidate. This is the case in the Netherlands, Estonia and Finland for instance. The vote is at the same time counted as a vote for the party, when the distribution of seats among parties is done. In many other countries, the voter may choose to vote for a party only, or for a single candidate.
