In Finland, voters vote for individual candidates. The ranking of elected candidates is based on the number of personal votes cast for the candidates. The distribution is done based on “a comparative index” so that “the first ranked candidate receives as his or her comparative index the total number of votes cast for the electoral alliance, the second candidate half of the number, the third candidate one third of the number, the fourth candidate one fourth of the number and so forth.”
