The three countries specifically examined (Bulgaria, Republic of Moldova and Tunisia), as well thirteen European countries mentioned in the Congress’ report, provide for a system of passive (automatical) voter registration – for residents. The United Kingdom is the only European country under consideration using a system of active registration. On the contrary, in Latin America, active registration prevails (e.g. Argentina, Colombia, Mexico), with some exceptions (Nicaragua, Panama). This is also the case in Tunisia since 2011.
