Paragraph 40

Furthermore, a few CoE member states have lowered the voting age for subnational elections. In Germany, for instance, a minimum voting age of 16 years has been introduced for municipal elections in nine (of 16) federal states, since 1996. Additionally, four federal states allow citizens of 16 years or older to vote in provincial elections, there. The Scottish Parliament reduced the voting age to 16 years for both Scottish Parliament elections and Scottish local government elections in 2015. In Wales, 16 and 17 year olds will be entitled to vote for the first time at the Senedd Elections in 2021.
