In a number of CoE member states, however, citizens have no voting rights, if declared legally incapacitated (by a court decision) on the grounds of intellectual or mental disability (e.g. Albania, Andorra, Armenia, Bosnia and Herzegovina, Bulgaria, Georgia, Greece, Lithuania, Poland, Romania, Serbia, and Ukraine). Electoral observation reports of OSCE/ODIHR and PACE repeatedly stressed that deprivation of the right to vote on the basis of intellectual or mental disability is inconsistent with international obligations and standards.
