Without a national voter register, however, it can be difficult to prevent multiple entries of the same voters in the voter lists across communities. Where no other mechanisms are in place to provide nationwide cross-checking of data (like, for instance, in France), the responsibility to maintain accurate voter lists lies completely with local authorities.
