According to the Code of Good Practice in Electoral Matters, the electoral registers must be published. Indeed, in many CoE member states voter lists are made available for public scrutiny, for example by posting them at polling stations, making them available in municipality offices and/or publishing them on websites. Transparency and public scrutiny may enhance the accuracy of voter lists. Just how important this is, is revealed, for instance, by the fact that the voter registers in Armenia included addresses where, according to international observers, an exaggerated number of voters were registered.
