Following the same arguments as for granting non-citizens the right to vote in local elections, it is recommended accordingly that the right to stand for local elections shall be granted to long-standing lawful residents. This would be in line with the CoE Convention on the Participation of Foreigners in Public Life at Local Level (1992).
