At the outset, it should be noted that registration as a necessary step for recognition of an association as a political party, for a party’s participation in general elections or for public financing of a party can be considered as legitimate, as long as no excessive requirements are imposed. At the same time, the registration requirements for the recognition of an association as a political party are often not the same as those for the party’s participation in elections. Nevertheless, they should be mentioned in this report since the legal framework for a party’s recognition may be conducive or obstructive to political parties’ electoral participation.
