Paragraph 118

Before running for elections, usually individuals and/or parties have to prove a minimum level of support by citizens. To be registered, they must often be supported by a certain number of elected representatives or voters. Alternatively, they must sometimes pay a fee or a refundable deposit for candidate registration in order to demonstrate the seriousness of the nominations. Whereas in some countries (such as, for example, Greece, Ireland, Malta, and the UK) there are only low conditions for nominating candidates, elsewhere restrictive requirements for candidate registration may have limiting effects on exercising the right to stand for election.
