Democratic elections depend largely on the ability and the willingness of the media to work in an impartial and professional manner during electoral campaigns. The failure of the media to provide impartial information about electoral campaigns and contestants is still one of the most frequent shortcomings arising during elections. In a number of CoE member states, contrary to the law and other regulations, the media provide neither quantitatively nor qualitatively for a balanced coverage of parties and candidates.
