Although private broadcasters are commercial enterprises, they should also abide by professional standards and ethics. In some CoE member states not only public broadcasters, but also private ones are required to provide balanced and unbiased coverage of electoral contestants. However, there are often serious concerns about the lack of editorial autonomy from political and business interests. In some cases, private media outlets are – politically and financially – strongly associated with political and economic elites (e.g. Armenia, Bosnia and Herzegovina, Ukraine). Furthermore, in some instances, the polarisation of major media outlets undermines the requirement to provide fair and impartial coverage of the campaign (e.g. Georgia).
