In some countries, there is also a worrying policy of selectively inviting government-friendly international observers and of selectively accrediting government-friendly domestic observers with the aim to legitimise elections which fall short of democratic standards. There were concerns about the political affiliation or the lack of independence of some citizen observer groups, for instance in Azerbaijan.
