With the exception of a few countries and exceptional circumstances (such as a pandemic), most voters still cast their vote in person at a regular polling station on election day. Evidently, there should be enough polling stations throughout the country in order to accommodate the number of assigned voters in an orderly way (which is sometimes not the case). Polling stations are preferably located in public places (like schools and other public buildings). They should be easy to find, accessible to all voters, and should be free of campaign materials. If possible, polling stations should not be set up in military units (as was the case, for instance, in Georgia, before the 2016 electoral amendments). Instead, members of the military should preferably cast their vote in polling stations close to their duty stations or at their places of residence, if possible.
