In most CoE member states, voting proceeds in an orderly manner and voters are aware of procedures. However, there are still some irregularities being observed in several cases. Unfortunately, “multiple voting” and “carousel voting” (i.e. transporting voters to different polling stations to cast a vote multiple times) as well as family voting, group voting and open voting are still common problems in a number of CoE member states. Moreover, there are still instances of ballot box stuffing observed in several countries (e.g. Azerbaijan, Russian Federation).
