While out-of-country voting is, in general, conducted satisfactorily and in line with international standards, there are still some shortcomings. To mention a few examples: Malfunctioning of postal voting of citizens voting abroad remained a source of dissatisfaction, for instance, in parliamentary elections in Spain. If citizens abroad can only vote in person, the limitation of the number of polling stations particularly in non-European Union countries may have a discriminatory effect, as was criticised in the case of Bulgaria.
