With majority run-off systems, to be elected in the first round a candidate must receive 50% of the valid votes or the total votes cast. In contrast to international practice, 50% of the registered voters are required, for instance, in Bulgaria and North Macedonia. Without an absolutely accurate voter register, however, such a requirement is problematic. Furthermore, it gives great political weight to the non-participation of registered voters.
