In all electoral systems that provide for constituencies, there is an inherent danger that constituency boundaries are drawn in favour of particular parties or candidates. As for the delimitation process in Hungary, for instance, allegations of gerrymandering were widespread. As discussions in the United Kingdom show, even if independent and impartial Boundary Commissions are responsible for boundary reviews, boundary changes always have partisan effects that are hotly debated.
