Moreover, Article 25 of the ICCPR provides individuals with the right to take part in the conduct of public affairs, either directly or through freely chosen representatives. Article 25 also guarantees the right to vote and to be elected at genuine periodic elections by universal and equal suffrage, guaranteeing the free expression of the will of the electors. The right to free elections, under conditions which will ensure the free expression of the opinion of the people in the choice of the legislature is likewise set out in Article 3 of Protocol 1 to the ECHR.
