Stability of the electoral law is crucial to ensure trust in the electoral process, and in particular to exclude any suspicion of manipulation of the electoral legislative framework, according to the Venice Commission’s Code of Good Practice in Electoral Matters, and as explained in the interpretative declaration on the stability of electoral law. It is recommended that amendments to the electoral, but also the political party legal framework are adopted through a transparent, accountable, inclusive and democratic process, allowing for a meaningful discussion and facilitating consensus of the key stakeholders.
