Paragraph 68

The allocation of free airtime to political parties on an equal basis is a part of equal suffrage rights and should be guaranteed for parties and candidates alike. This is especially important in countries such as Georgia, where airtime on TV channels is very expensive. The notion of equality of opportunity is fundamental to the holding of democratic elections and applies to the allocation of radio and television airtime.
