While the right to vote and stand for election may be subject to a number of conditions, inter alia the respective individuals’ nationality, and while the aim to prevent potential foreign interference in domestic political life may justify restrictive provisions, clear parameters need to be established in law. In particular, it is the view of the OSCE/ODIHR and the Venice Commission that the restrictions of aliens to participate in domestic political life could be limited to the establishment of political parties, but not to their membership.
