In Norway, as there were no relevant provisions in the constitution, two referendums (both on accession to the European Economic Community and then the European Union) were organised on the basis of specific acts of parliament (in 1972 and 1994). Here, the fact that there is no provision in the constitution on the subject does not rule out a referendum, but the latter is so exceptional that a general provision is not appropriate.
