However, foreign citizens and organisations are not allowed to campaign, for example, in the following states: Armenia, Azerbaijan, Georgia and Russia. In Russia, religious associations and charities cannot campaign. Special status is granted in Portugal to political parties, coalitions of parties or groups of at least 5,000 voters.
