The use of public funds for or against a draft submitted to referendum is prohibited in a number of states: Armenia, Bulgaria, Croatia, Georgia, Ireland, Portugal, Poland, Russia, Spain, Switzerland, and “the former Yugoslav Republic of Macedonia”. This clearly does not exclude the use of public funds for the organisation of the referendum, including the benefits granted both to the supporters and opponents of the text in respect of postage (Spain) or tax exemption for activities connected with the referendum (“the former Yugoslav Republic of Macedonia”).
