The questionnaire asked whether factors unrelated to the question asked in the referendum, or the popularity (or lack of it) of an authority may have played a role in the result.  A few replies were received that suggested this might have been the case, mentioning the role of the executive (Azerbaijan, France, Malta, Spain), whereas the reply from Switzerland did not rule out such factors (at least in some of the over 500 questions put).  However, it is likely that such factors play a role to varying degrees in other countries.
