The rules governing election campaigning are often less stringent in respect of local and regional referendums, in view of the more limited stakes of such ballots. However, the replies from the following states indicate that the same rules apply, mutatis mutandis, as at national level: Austria, Hungary, Italy, the Netherlands, Portugal, Switzerland, Spain and “the former Yugoslav Republic of Macedonia”.
