In view of the limited stakes, states impose fewer regulations in respect of the media for local and regional ballots than for national ballots. In France, provision is made for campaigning on television channels or radio stations only in the case of institutional referendums, and then only on local public channels and stations; in such cases, as at national level, supporters and opponents of the draft proposal must be given fair coverage. In Portugal, free access to the media is guaranteed. In Spain, free access is confined to those parties represented in the regional or provincial Parliament. In Malta, a balance must be ensured between supporters and opponents in the public media; however, no local referendum has been held to date.
