Centralisation of judicial review is less frequent than for national referendums. That is, however, the case with the Constitutional Court in Malta, which has few local authorities. Otherwise, it may be a matter for the administrative courts (BelgiumFinlandPoland and France, where jurisdiction in proceedings concerning institutional referendums lies with the Conseil d’Etat, the administrative court of last instance) or the ordinary courts (Armenia, Bulgaria, the Czech Republic, Hungary – the local or district court depending on whether the referendum is held at municipal or district level - and Russia, where federal courts have jurisdiction). In Croatia, the competent bodies are the State Election Commission and the Constitutional Court. In “the former Yugoslav Republic of Macedonia” the ordinary courts or the election commissions are competent for infringements of voting rights, and the Constitutional Court for violations of the Constitution. In Italy, the question's substance and form are a matter for the Constitutional Court, and the administrative courts deal with appeals concerning results.
