Reforms are under way or at least being discussed in a number of other states. They may be part of a complete revision of the Constitution, as is the case in Austria, where the Convention working on the revision process is considering the possibilities of extending public voting rights at federal level. In Belgium, the Constitution was revised in order to make this matter a regional one, and the introduction of a consultative referendum at regional level is being envisaged. In Luxembourg, apart from the ad hoc referendum on the European Constitution (held in July 2005), a bill on popular initiatives and legislative referendums was tabled in 2003. Lastly, in “the former Yugoslav Republic of Macedonia”, the principal aim is to bring all the relevant provisions together in a single legal instrument.
