Paragraph 26

The voter decision-making process is thwarted by the creation and mass dissemination of false information through fake profiles, many of which are automated. The above-mentioned anonymity even makes it possible for candidates and parties to develop unofficial campaigns, taking advantage of the freedom of being outside of electoral regulation – as they may appear as ordinary citizens or use false identities in order to achieve greater impact on the electoral campaign. These options have created new and grave challenges to existing political / campaign finance regimes.
