The Joint report includes an overview of relevant European and international standards and instruments, with a particular focus on the ECHR and other legal instruments developed by the Council of Europe. This overview is referred to in the present context. Council of Europe standards and policies in the field are also presented in the Compendium “Elections, digital technologies, human rights”.
